The Polish training market:
Mapping the size of state economics, the three biggest training markets amongst the former socialist countries joined EU in 2004 are in the Czech Republic, Hungary and Poland .
The training market is fragmented. 90% of the companies are considered to be micro-companies, which employ not more than 5 people.
The announcement of the transfer of the European funds and the prospect to win gave a boost to market consolidation. Since Poland became a member of the European Union, material alteration has been a common phenomenon. The first fund of stakes planned to spend in 2004-2006 is over 250 million Zloty. In second hand in 2007-2013 this amount will be vastly magnified.
The further development of training market is strictly connected with EU funds that will be allocated in Poland in the period of 2007-2013 (67,3 billion EUR), especially with Operational Program - Human Capital (HC OP), financed in amount of 9,7 billion EUR by the European Social Fund (ESF).
The program will concentrate on support for the following areas: employment, education, social inclusion, the development of the adaptability of workers and enterprises as well as issues connected with the development of the human resources in rural areas, building an efficient and effective public administration at all levels, implementing the good governance principle and health promotion in labor resources.
The overall goal of the program is to enable the full use of the human resources potential through increased employment and adaptability of enterprises and employees, raising the level of education of society, reducing areas of social exclusion and supporting the development of the state administrative structures.
The combination of all areas supported by the ESF and the concentration of resources on one program consisting of two components: central and regional, results from the need to ensure a consistent system for the ESF implementation in Poland.
HC OP contains 5 priorities implemented at the central level:
Up to now the Polish training market is quite young, but it weathers all when in 2000-2001 there is an economic breakdown. Eventually, it had its positive impacts as the rather weak companies dropped out. Currently the polish training market is at the stage of constant development. It is still fragmented and accounts for around 500 companies.
The Management Institute has conducted a survey which shows that most clients of training businesses are primarily big and middle companies.
Some training courses have become particularly popular on our market such as: leadership, personal skills and sales training programs.
